The whole posture of the culture eternal, natural, and positive law is on it's head. There is no recognition as to the systematic torture that has been ongoing for over 20 years. In this regard I am engaging the FBI with criminal complaints as to why parties have not been charged and bound over to the courts. Homeland Security has jurisdiction over all code enforcement officials in the United States. It is clear that these parties are under the color of law.

The content of the website is at issue. This region is in the top 10 jurisdiction for prosecution. Historically there is no manner to explain what has happened without this area. For private persons these individuals would have to criminally prosecuted otherwise there is scapegoating and duplicity.

I am legally and historically challenging the authorities and the general population regarding the materials disclosed.

My name is David Nollmeyer I am writing to file a CRIMINAL COMPLAINT against College of the Redwoods, Eureka, California, The Humboldt Sheriff, and the California Highway Patrol.

I am writing under duress. There are local wildfires as well as regional chemical contamination which is a Homeland Security issue.

652A. General Principle

1) One who invades the right of privacy of another is subject to liability for the resulting harm to the interests of the other.
(2) The right of privacy is invaded by:
(a) unreasonable intrusion upon the seclusion of another, as stated in 652B; or
(b) appropriation of the other's name or likeness, as stated in 652C; or
(c) unreasonable publicity given to the other's private life, as stated in 652D; or

652B. Intrusion upon Seclusion

One who intentionally intrudes, physically or otherwise, upon the solitude or seclusion of another or his private affairs or concerns, is subject to liability to the other for invasion of his privacy, if the intrusion would be highly offensive to a reasonable person.
I am also stating that intimidating a witness occurs and will use the 14th amendment to facilitate.

The following are the list of the four Delaware Attorney Generals from June of 1987 in continuo. Currently I am dismantling and refuting the irrational tactic of gay baiting and pop culture.

LAPD is continually stating that they wish to hand off this event to a prosecutor. At the state level these persons immediately would be in contention along with officials from California, Maryland, Arizona, and New Mexico. Most of the event has transpired here. Florida also could qualify.

The authorship has predicted that I would be most likely mildly insane at this point. I am somewhat compulsive because of the chemical assault. Most of these figures academically appear near cum laude honor students. While I do not have the upper division grades I do have empirical proof that I attempted and still am working to remedy a systematic RICO event. These sworn officers are under the color of law.

Life is extremely rigorous at the present. Any sworn official under age 50 should be concerned. I wish to swear in under oath as many witnesses as possible and not mess about. All Delaware State Police officers will face strong scrutiny. Persons who have had a LGBT past in this state should be aware that LAPD has a Gay Militia in such and are actively despoiling very pristine amounts of property and products.

Defeating the Myth of the Contemporary Man
 

The following is the preface from the rewrite of Lycurgus, my first book. Such is more finished than a journal. The conditions I compose in are quite bad. I am lucky if I get more than three chances to read what I write before I have to accept what is at hand. I hold that the Vedic texts I have read are a more sustainable archetypical pattern to measure my life to the present day. I am continually more dedicated to the ritvik position and the developmental stage in bhakti yoga called guru nistha.

The music texts cited below that that are valuable are Delamont's Materials of Music II and Hamilton's Class Piano. The first text, of which I have completed both is Four Part harmony. Interestingly enough Elizabeth Hamilton is in a direct relationship with President Alexander Hamilton who was killed in a duel. I am not a piano player. UC standards require all majors to have two years of class piano. I imagine in a few weeks I could sight read in the treble clef and play one handed chords with one hand. This is fine for a guitarist.

The Steve Howe text is strict sheet music. I was just looking at amazon.com and the new books are tab. I had just memorized the Ancient in a straight not flamenco manner around 1990. Currently my Martin backpaper only goes to the fifteenth fret. I have had to cut out Debussey's Girl with the Flaxen Hair to the open phrase and make a medley with Beethoven's Fur Elise. I no longer follow popular music.

LAPD will emphasize the popular Led Zeppelin fakebook of this era. I just happened to be borrowing such from a friend as this hate crime was evolving. In return she get's to keep a pair of my steel work boots, a ticket to GTR, and a David Bowie album of which I can't remember except is has a few interesting songs as No regazzo solo, Helden, and Crystal Japan.

Lycurgus

Preface
 

While in Santa Monica I did research and actually attended Santa Monica City College. I studied International Relations, Political Philosophy, Spanish, and Classic Guitar. The two texts I studied as political science were No Common Power by Lieber and From Plato to Marx.

Afterwards I traveled to San Diego. I read several texts, which I have helped, form the corpus of my works to this point in time. In directly the knowledge of these texts will also help demonstrate a level of skill denied by law enforcement to defame my person and help the qualification of others. The two principal parties here being the Delaware State Police and The Baltimore Studio.

There are other pieces of literature that are very important in the comprehension MOEC. I had read several Vedic texts prior to Lycurgus in June of 1987. The Great Books of History inclusive of all the world’s production are very important in the matization of MOEC’s worldview.

The following are major works that I have read or studied in the Vedic tradition that I argue that LAPD does not wish to give me credit for.
These following Vedic texts were destroyed. I was told that when I left Delaware that certain materials would be disposed of. LAPD would attempt to fabricate my personality under a relavatistic model. My personality was to be designed for future research.

MOEC is an entrapment based on personality profiles and an orchestrated status quo. I have recently had my transcripts analyzed by Mesa College. I have about 95 units of credit. Hopefully, historically this will dispute much of the mythology that arises due to a culture that develops under a censorship.


 

Criminal Determinism: Nativism, Socialization, and Sexuality

One of the most important observations in the history of MOEC is that criminal determinism is largely predicated on being an informant. Within this argument there is a conflict between a priori internal genetics and inductive socialization.

Here it is observable that the construction of the Gay Militia within LAPD and The Baltimore Studio are LGBT. The Delaware State Police are mostly heterosexual. I am not sure of the Baltimore PD. This information is what I have heard from these individuals hence again what is called hearsay. This is the auditory stimulus that I am being exposed to allegedly from the membership of theses structures. Conversely I am solidly heterosexual and any study of my lifespan will verify such.

Hence the LGBT platform is creating the worst criminals at the public non-managemental unsworn officials. LAPD will create crime multipliers from informants and hierarchically aim such at competent officials as the president, governor, homeland security secretary, and attorney general.

It is clear that incest, LGBT orientation, and molestation as a child are the greatest indicator of future criminality. This is compounded by being an informant. Drug abuse, alcohol use, and other behavior that is socialized by a negative relation with a code enforcement official is also prominent.

In this regards with the groups mentioned, the County of Los Angeles, California, Delaware, and the Western Shore of Maryland have produced the most career and pathological criminals. The Baltimore - Washington area is most likely to have also produced the highest crime rate in the last twenty years.

The construction in Los Angeles PD for permitting twenty white LGBT officers to work exclusively is a tremendous error. This cell structure will only magnify their worst characteristics without checks. There should have been diversity and direct supervision both within and without LAPD.

The Baltimore Studio or The Studio has a five to two ratio of African Americans and two Caucasians.

The systematic torture is also predicated on an inferiority complex. Most displacement or the use of a substitute target is related to such. Here a nexus with body dysmorphic disorder is observed in a supporting role to psychopathy. The average Body Mass Index for LGBT persons is easily between 30 -38. Obesity is over 30. I have a BMI of less than 23 almost 47 years of age. LGBT member are near thirty in groups supra. The age is a range of 51 to 57 with one member about 66.

I am based out of Big Pine, California. This area is home to the world's oldest aboveground life. They are the Bristle Cone Pines. Such are attributed at 6 thousand years old.

Inyo County is the second largest in the country but only contains 20,000 + residents which may shrink. Diesel fuel was $4.96 at Shell this morning. I am traveling to Plumas County tomorrow. Such contains the third best fly-fishing lake in the world according to experts in this style of fishing. I do not doubt such. Lake Almanor has German Brown Trout the way most of the country has 10 lb pound carp.

The ecological disaster here is beyond description. All the clothes and food in stores probably within 500 to 1000 miles are contaminated as well as much of the
surface water. I am chemically contaminated.

LAPD contains a Gay Militia. The California Supreme struck down laws banning Gay Marriage. Two initiatives are awaiting for approval on the November ballot that
would make the law part of the constitution.

I support only  heterosexual marriage and am against civil unions on Vedic scriptural principles.

The informant culture and the cell of officers in LAPD are irrationalist provocateurs. They too, plus their followers will have to have their toilet training and childhood development studied.

I do not support any political party. There is a maniacal effort, which has lost to frame me as a Democrat and Hillary Clinton supporter.

I no longer listen to popular music. This may surprise many persons in Delaware who knew and me enjoyed going to rock concerts at the Spectrum.

Here we have what is known as malingering. In psychological parlance this means a failure to mature past a juvenile stage.

I am vigorously going to defend my activities in Delaware and Inyo County. I cannot keep up with the constant escalations. I have a respectable legal record which I cannot change and I do wish to elaborate on certain points. This is also true of Plumas County.

Today is an ominous day in American History. Today is the deadline for paying one's taxes. It is also the birthday of my father John Albert Nollmeyer, a catholic born in Baltimore MD.

The Supreme Court has also upheld the use of lethal injection. I support the death penalty.

This is also the day that the systematic harassment of myself which lead to the still unrecognized scorched earth and Orwellian electronic surveillance. These acts fully became manifested to President Reagan and his subsequent successors in continuo on June 17, 1987 the 200th Anniversary of the United States Constitution.

Today is also the one year anniversary of the Virginia Tech Massacre which left over 30 killed. Today is also the birthday of Pope Benedictine XVI who celebrated at the Whitehouse with President Bush. Neither has recognized this act of torture.

Significant Date and Posterity

I believe I have contained the redherring/strawman gay baiting. This is a distraction in part to prevent focusing on direct prosecution. From January 2000 there has been a direct escalation in concert with the international LGBT platform for positive rights. This event has seriously damaged these persons in ways that they or anyone could imagine. Using torture to false imprison me, a lifelong heterosexual for twenty years and attempting to invent me as a LGBT will have repercussions for this group.

More directly the Delaware State Police has not stepped forward on blowing the whistle on this systematic national/international event. The Valeski family has four members in the organization. They are all in their forties or early fifties. Here the last person standing may be the person the most prosecuted.

LAPD wishes to compare me to such and if this is done historically and legally I will not object.

The Homeland Security Office under David Mitchell whom I assume will retire has to placed under scrutiny for not taking leadership.
 

Data on Troop 3 and the DSP

The new year will include theory on Racketeering from Classics to Moderns. This will include a philosophic position on justice and informants. This is directly related to the Under the Colour of Law discussion. Recently a trooper has been arrested for robbery during a poker match. This does not support the argument that cadets are properly vetted. The fact that aggravated assault was used, guns were drawn, and the suspect was an active gambler again is incongruous.

Delaware State Police Troop 3 is located on US Route 13A between Woodside and Camden. Currently commanded by Captain Robert C. Hawkins, Troop 3 consists of 80 sworn officers and four civilians. It is the only troop in Kent County and houses both uniform troopers and criminal detectives. Of the 628 square miles in Kent County, Troop 3 provides police services to 595 square miles, the largest of all State Police troops. The population of Kent County is 134,000 people. As with all Delaware State Police troops, Troop 3 is a full-service police agency.


The Troop 3 Patrol Section is under the command of Lt. Joseph E. Huttie. There are four shifts that are each supervised by a sergeant. In addition to the four shifts, there is a two-person Community Response Unit. Three troopers are assigned to the Fatal Accident Investigation and Reconstruction Team. The Criminal Investigative Unit is under the command of Lt. Gregory W. Donaway. Twenty-four detectives are assigned to several units which include Major Crimes, Property Crimes, Domestic Violence, Fraud, Youth Aid, Evidence Detection and Governor’s Task Force.

Blind Patriotism and Sanitization

There is an ongoing fetish in the culture and media regarding patriotism. Barack Obama is being questioned due to his wife Michele's statement that she has little to be proud of America in her adult life until recently. Barack Obama is being also reviewed for his lack of ritualism in certain areas as wearing a flag lapel pin and placing his hand over his heart.

If this country was being attacked would a patriot make a correct stand against the enemy? This country was attacked on June 17, 1987 the 200th Anniversary of the Constitution in Dover, Delaware. This was by a Gay Militia from LAPD. Chemical assault and Orwellian electronic surveillance persist.

The Delaware State Police are good foils for this entrapment. They have participated and have experienced this attack at levels that few persons would be able to equal. My Vedic Faith prohibits me from idolatry. This form of patriotism is a shield for despotism. I have completely used all civil and criminal resources available to a citizen. I am somewhat disgusted in that the bogus patriots claim that persons are attempting to blame America.

There are no Scythians, no Greeks, all the same in Christ Jesus.

Entrapment in the Zeitgeist

Currently isolation here has yielded a contrast that stems from my limited involvement in organized sports in Delaware to steroids use. Near the murder-suicide of WWE Wrestling Superstar Chris Benoit accusations of steroid use and violence where quite intense. I chose not to mention such as it does not appear to lead to a prosecutable case.

I weigh only 155 LBS at 5 ft 10 inches. I am in decent shape for my condition. I am by no means obese. I just fit into a pair 29 inch waist Wrangler jeans.

Here we have national baseball figures being implicated for cheating as well as the whole culture openly condoning such. I played sports in the 7th and 8th grade as basketball and wrestling and did not use any illegal anabolic substance.

If research proves that members of the Delaware State Police are steroid users so be it. I am not violent at all and their history rests in disgrace.

I wish you all a Happy Holidays and New Year! The structure of the event is gaining clarity. It is clear that the sovereign state as the United States of America is under an assault. It is clear that four presidencies have criminal histories that have been blackmailed and extorted under Cambridge Law School and LAPD. The Delaware State Ploice are the foils as heroes. I am developing a very solid anti-drug pro traditional family which is based on heterosexuality and my faith. State Sponsored Terrorism and Structure

The concept of a Single Issue Terror Group is becoming a disturbing concept that is focusing in a constraining but positive manner my opposition to the ongoing attack in the United States. LAPD are avenging LGBT History and are ill equipped to perform any positive activities other than destroy the United States. Both public and civilian populations are informant based and complicit. Motivation Categories
Motivation categories describe terrorist groups in terms of their ultimate goals or objectives. While political or religious ideologies will determine the “how” of the conflict, and the sort of society that will arise from a successful conclusion, motivation is the “what”; what the end state or measure of success is.

Social
Often particular social policies or issues will be so contentious that they will incite extremist behavior and terrorism. Frequently this is referred to as “single issue” or “special interest” terrorism. Some issues that have produced terrorist activities in the United States and other countries are:

• Animal rights
• Abortion
• Ecology/environment
• Minority rights

Networked Structure
Terrorists are now increasingly part of far more indistinct and broader system of networks than previously experienced. Groups based on religious or single-issue motives lack a specific political or nationalistic agenda; they therefore have less need for a hierarchical structure to coordinate the achievement of their goals. Instead, they can depend and even thrive on loose affiliation with like-minded groups or individuals from a variety of locations. General goals and targets are announced, and individuals or cells are expected to use flexibility and initiative
to conduct the necessary action.

Basic Concepts
Networks consist of nodes. A node may be an individual, a cell, another networked organization, or a hierarchical organization. They may also consist of parts of other organizations, even governments, which are acting in ways that can be exploited to achieve the network’s organizational goals.

The effectiveness of a networked organization is dependent on several things. The network achieves long-term organizational effectiveness when the nodes share a unifying ideology, common goals or mutual interests. When there is failure to accept the overall goals of the
organization, pieces of the network will drop out. This is less catastrophic than a splintering within a hierarchical group.

Another difficulty for network organizations not sharing a unifying ideology is that nodes can pursue objectives or take actions that do not meet the goals of the organization, or are actually counterproductive. In this instance, the independence of nodes fails to develop synergy
between their activities or contribute to common objectives.

Networks distribute the responsibility for operations, and provide redundancies for key functions. The various cells need not contact or coordinate with other cells except for those essential to a particular operation or function. The avoidance of unnecessary coordination or command approval for action provides deniability to the leadership and enhances operational security.

Networks are not necessarily dependent on the latest information technology for their effect. The organizational structure and the flow of information inside the organization are the defining aspects of networks. While information technology can make networks more
effective, low-tech means such as couriers and landline telephones can enable networks to operate effectively in certain circumstances.

Hub or Star and Wheel
Nodes communicate with one central node. The central node need not be the leader or decision maker for the network. A variation of the hub is a wheel design where the outer nodes communicate with one or two other outer nodes in addition to the hub. A wheel configuration is a common feature of a financial or economic network.

Government Affiliation Categories
Categorizing terrorist groups by their affiliation with governments provides indications of their means for intelligence, operations, and access to types of weapons. U.S. joint doctrine identifies three affiliations: non-state supported, state-supported, and state-directed terrorist groups.

• Non-state supported. These are terrorist groups that operate autonomously, receiving no significant support from any government.
• State-supported. These are groups that generally operate independently but receive support from one or more governments.
• State-directed. These groups operate as an agent of a government and receive substantial intelligence, logistic, and operational support from the sponsoring government.

Currently I am attempting to rectify the lost cases that are archived in Philadelphia. These are originally federal lawsuits from Delaware. These records only are more than sufficient to refute most LAPD Gay Militia type of single issue proclamations with their informant system. I have done a tremendous amount of legal work from Cambria California. LAPD's portrayal of LGBT persons is at a scapegoat informant level. This is to state one is only unintelligent dependent on being an informant for the police, interested in pornography, male or female prostitution, drug use and drug dealing, and the like.

I completely reject this nonsense. Integral to this is a myth that my life in Berkeley, CA will begun an emergence of Gay Left Militant figure. On the country my ineraction with LAPD and the cronies is beginning a part of a religious conservative refutation of such.

I am not a supporter of Kirtananda prabhu. I do not support calling him Bhaktipada which he clearly proved he never deserved. Calling him prabhu simply means that I am oberving ettiquette and on good faith recognize him as a vaisnava.

October 26, 2007 - 11:05 AM - Deputy Attorney General Steve Welch of Delaware was called concerning a past homicide in Delaware. There is no doubt that that this event will lead back to LAPD.

Single Issue Group

There is no doubt that LAPD is what is known as a Single Issue Group. This perspective has been discussed by various Homeland Security concerns on the internet. This single issue is the LGBT agenda. This a focalized conclusion that has been staring one in the face. LAPD will continue 24/7 on end believing that they are advancing this platform and that they can invent me as such or an advocate of this identity.

An LGBT identity is not a form of holy matter that will grant one or the group impunity.

If a transparent discovery of my life occurs, one will find spiritual conservatism emerging. I am an orthodox follower of Gaudiya Vaishnavism. I  say this is as an independent ritvik and also in the sense that I can easily follow and advocate its theology.

A secular humanistic view of my life would never be accurate. Aggrandizement of marijuana and drug use has some relevance up until my 27 birthday. I do not drink alcohol, do drugs, or support marijuana. I believe that any serious person should realize that I am engaging where possible the so-called leadership of this country on de facto and negligent allegations.

These frivolous and spurious allegations only add to the claims of corruption.
